Is it true online Hearing Planet sells returned,discontinued,stripped hearing aids as "new"? Any regulation?

Stethoscope recommends: "noisy environment/good thru clothing" models any good?

Used Littman lightweight model, with tubing cut down to increase sound sensitivity.
